I dunno it seemed to have character with its creations, mainly the jeri one

it needed other's characters for its own

But just doing that seemed evil and maliscious which is character in itself.

I disagree, I think once it got past the stage of a programme it developed intelligence and a personality, but it couldnt show this by itself so it had to borrow others voices, such as Jeri

but if it has artifical intelligence to that degree surely it develops emotions and reasoning too?

it may develop reasoning but emotion is further along in the process

I disagree, the D-Reaper was basically human in terms of intelligence, maybe it was getting to the stage where it would remove reasoning and emotions.
